President Yoweri Museveni has blasted the foreign countries who claim fighting the HIV/AIDS scourge will face challenges when the donors reduce or withdraw their funding.

The president was Monday speaking as chief guest at the commemoration of the World AIDS day where the National celebrations were held at Boma grounds in Fort Portal town-Kabarole district on Monday afternoon under the theme: “Getting to Zero, http://celltrials.info/wp-content/plugins/yet-another-related-posts-plugin/classes/yarpp_meta_box.php My Responsibility”.
His tough comments came after the UN Country Director to Uganda said that the American government has invested $2.6bn in fighting the HIV AIDS scourge but to their disappointment the prevalence rates and new infections remain high.
She said as Uganda commemorates the International AIDS Day, the country still has a long way to go and that many people are still dying from the disease.
In her speech, the UN country director said, “It’s critical for all governments to take a strong commitment in the fight against the scourge because donor funding is reducing and it is now government to support and fund the programmes”.
She added: “You need to put more funds in the fight of the disease, ensure free testing and counselling for all people, pregnant women to stop baby infection and those living positive life enroll them on ARVs if we are to fight the virus too zero infection.”
On his part, Museveni said it’s very easy to prevent HIV AIDS and this can only be realized if parents and young children desist from handling lives with negligence and engage in unprotected sex.
Museveni said, “It’s high time parents styled up and embarked on the role of disciplining and teaching morals to children. Unless the youth lock their private parts until they are ready to get married, the country will continue receiving new HIV infections”.
He added: ‘It is a tragedy for people to invite HIV AIDS and get infected when the disease is prevented unlike malaria and cough”.
The president also blasted the State Minister for Health Sarah Opendi and Uganda AIDS Commission representative when they said that HIV infection reduced from 162,000 in 2011 to 134,000 in 2014, indicating 380 new infections a day due to Abstinence, Faithfulness, Condom use strategy and circumcision.
“I curse the strategy of circumcision as a way of fighting HIV. The Bakonzo and Bagisu circumcise but die. This is a misleading message. The only strategy that works is the prevention of mother to child transmission that is clear to the fight of the scourge”.
He said the solution should be the infected should be given drugs, pregnant women tested and given ARVs to prevent infecting new babies and the uninfected persons to be disciplined.
The president advised the ministry of health and Uganda AIDS Commission to design appropriate messages and approaches that target young children to abstain.
He said HIV response requires commitment of parents, religious leaders, politicians among others in ensuring people embrace free HIV testing and counselling and live disciplined lives.
