Sheikh Kassim Kamugisha, the Kabale district NRM Youth League chairperson last week defeated Major General (Rtd) Sabiiti Timothy Mutebile in the hotly contested Kabale Municipality parliamentary NRM primaries.
Gen Mutebile, a brother to Bank of Uganda Governor Prof Emmanuel Tumusiime Mutebile is the former Commander of the UPDF’s Engineering Brigade
Sheikh Kamugisha, 36, was on Saturday declared winner of the primary election by the Kabale NRM registrar Maurice Mugenga Keitaba at the district Rukiiko hall.
He polled 5993 votes, while Gen Mutebile came second with 5556 votes.
On Friday night, there was drama at the tally centre as Kamugisha exchanged blows with one of the village registrars from Southern Division, whom he accused of trying to doctor results at Ndorwa Primary School Polling Station.
While announcing the results ,the Kabale district NRM registrar Maurice Mugenga Keitaba apologized for all the mess that took place and said that after consulting his superiors, he was advised to declare Kamugisha as the victor.
Speaking thereafter, Kamugisha appreciated party members for standing against intimidation, money and threats to vote for him.
He said such intrigue was the reason that the NRM often lost in this constituency, which is currently represented by an Independent MP, Hon Andrew Aja Baryayanga.
Relatedly, Dr Protazio Begumisa a former URA Commissioner for Audit and Compliance won the Ndorwa East NRM primary race, polling 23352 votes against Grace Bwesigye Bekunda’s 9569.
