UPC Commission Report Out, Orders Akena to Vacate Party Headquarters

During the handover, Richardson disclosed that VodafoneUganda handed over the food items to show solidarity with Muslims in the month of Ramadhan.

He further revealed that the company’s donation to the Muslim community is part of their corporate philanthropy program through which they acknowledge communities that continue to support the organisation towards attaining growth in this market.

“I urge you to continue using Vodafone’s reliable and quality products to solve your communication and connectivity needs,” Richardson said.

Police in Kabale are in talks with religious leaders in the area in a bid to come up  with a solution to the clashes between the Christian and Muslim believers which erupted this week.

Sheikh Ibrahim pitched camp in front of Kabale All Saints church and started preaching this massage much to the disgruntlement of the Christian faithful.

Olara Otunnu yesterday released its report which has among others ordered Hon. Jimmy Akena and his group to immediately vacate the party headquarters to allow party secretariat resume business.

The commission chaired by Prof. Patrick Rubaihayo was appointed at the request of the party cabinet in respect of the unfortunate events at the party headquarters that followed claimed irregularities in the process of nominating candidates for the presidential office which took place on May 30.

The findings also noted that in some cases the chairmen or returning officers kept the registers to themselves and only indicated verbally those that were qualified to vote and those that weren’t.

A number of districts constructed registers on the spot while in some districts, the eligible party officials found that they had been replaced or already voted.

“The forceful takeover of UPC Headquarters and property is not characteristic of the party and it might be regarded as foreign-inspired attempt to destroy the Congress of the People of Uganda,” Rubaihayo said.

The commission recommended therefore that the nomination exercise that was carried out on May 30 was not only defective but it was not concluded and therefore did not produce results.

“Due to time constraints, it is recommending that the candidates, who presented themselves for nomination exercise, should be presented to the Delegates Conference that is soon announced by president Otunu for elections using the 2010 voters’ register.”

On the invasion, assault and forceful takeover of the party headquarters, the Commission recommended that the leaders of the group responsible should be subjected to accountability and disciplinary measures by the relevant organs of the party.

“The Akena group should vacate the party headquarters to allow the cabinet and secretariat to carry out the normal functions of the party.”

The commission faulted the new party constitution and recommended that a committee be put in place to review it and in particular to restore the Central Executive Committee and Delegates Conference in lieu of the mushrooming districts.

“It is also recommended that all office bearers at different levels should be elected. The party secretariat and the electoral commission should be strengthened immediately since their weakness failed setting up of credible elections.”
