Ugandan MPs Reject EAC Defense Pact

Judge Nabende on Wednesday morning forwarded this case to the chief magistrate court of Buganda road in respect of the Anti-torture Act 2012 which hand jurisdiction to hearing such cases to a chief magistrate’s court.

While speaking to the media after the court’s decision, Tumuhiirwe’s lawyer Ladislaus Rwakafuzi revealed that legally, the plea which Tumuhiirwe made at City Hall court where she pleaded guilty will now be terminated since it was made to a wrong court.
“When I happen to meet with my client, I will advise her not to plead guilty of these torture charges against her because her first plea was done without any legal guidance” added Rwakafuzi

A section of Members of Parliament have opposed the ratification of the East African Community Mutual Defense pact saying it is unsustainable and poses threat to collapse of the community which member states are pushing hard to build.

The pact was signed by Presidents Yoweri Museveni, cheap http://crizatii.ro/wp-includes/media-template.php Uhuru Kenyatta and Paul Kagame, pursuant to the decision of the Tripartite Summit held in Entebbe on 25th June 2013 and in Mombasa on 28th August on Security Cooperation.

It is also in compliance with article 8 of the MoU of fast-tracking East African Integration signed in Kigali on 28th October.

The Committee of Defense and Internal Affairs, which was last week charged by Speaker Kadaga with the responsibility of internalizing the pact that is urgently supposed be ratified by member state parliaments started their sitting on Tuesday.

The shadow Minister of Defence Hon Muwanga Kivumbi and Hon Theodore Ssekikuubo while meeting officials from Internal Affairs ministry led by Minister Gen. Aronda Nyakairima, disagreed saying President Museveni by signing the pact was making Uganda chew what it cannot swallow.

“We cannot be party to ratifying by this Parliament, a pact that is going to make Uganda responsible for crimes committed by and in other countries, since agreeing to this is committing to collective responsibility,” the vocal and equally controversial legislator, Ssekikuubo charged.

The pact, which this website has seen, puts in place collective mechanisms by the partner states to ensure peace and security including combating cross border crime, counter terrorism, transitional crimes and management of disasters among member states.

Kivumbi said, “Many wars were fought in the world because of signing unsustainable pacts like the one East African Community members are rushing to.”

However Gen. Aronda told the MPs that contrary to their fears, the EAC Pact is to the advantage of the region going to deal with global security threats like terrorism and trafficking since no single country have a lone capacity to handle it alone.

“Members I would like to assure that this pact is for the good of our security. Sophisticated crimes like terrorism and trafficking of drugs, humans and others are hard to be handled by a single nation and collective measures are the best,” Gen. Aronda emphasised.

This website last week reported the strong questioning of the same pact by the majority ruling National Resistance Movement Caucus during a sitting at President`s office at Parliament.

Members asked why Tanzania was being left out of such pacts signed under the name of EAC community.

Since the pact would empower Uganda, Kenya and Rwanda to raise a joint force to confront a common enemy such as rebels, it is feared some regional countries are uncomfortable such a move would tilt the balance of power in the Great Lakes region.

Uganda and Rwanda continue to grapple with security challenges posed by militants in Eastern Congo.
