Uganda Bureau of Statistics (UBOS) has commenced an internal review of the conduct of former Finance Manager, Paul Mugoya and his close associates.
Officials told ChimpReports on Monday morning that the Finance Department which Mugoya headed could have misappropriated funds in 2014.
“We are verifying reports that during the previous national census, billions of shillings were sent to officials at the district level but officials in the Finance Department of UBOS would follow it there and eat it,” said a source.
“This would be through inflating expenses. Some of the Finance department officials would approve these bills with the view of sharing the loot. These are some of the issues we are checking.”
The development comes high on the heels of a recent structuring of UBOS’ top leadership.
The restructuring saw the merger of several departments and rotation of officials in different sections.
Mugoya was transferred from Finance to Audit department.
UBOS Public Relations Officer, Edgar Mbahamiza, recently said in a press statement that the bureau was undergoing a transition at both strategic and operational levels and therefore, the changes are inevitable to improve her operations.
“All the UBOS staff and management without exception are eligible for rotation in line with the human resource manual,” said Mbahamiza.
Sources said the wealth of Mugoya and his colleagues who served in the Finance Department were being investigated by security services.
