Two District Engineers Arrested Over Shs500m Fraud

Two Kasese district engineers have been arrested for allegedly embezzling over Shs500 million meant for the construction of Kyogho Bridge.

Eng Richard Bwambale and Eng George Kalende are accused of failing to procure iron bars meant for constructing the bridge.

Rwenzori East Region Police spokesperson Vincent Twesige said the weekend arrest was on the orders of the Resident District Commissioner, Mr Joe Walusimbi, and the district chairman, Mr Geoffrey Sibendire Bigogo.

Mr. Geoffrey Sibendire Bigogo said the arrest was jointly caused by him and the RDC in an effort to find graft that has eaten up the district.

“I recently went on a spot visit to Kyogho Bridge but to my surprise, I found workers demanding for their wages, 150 bags of cement were expired and no work done. I teamed up with RDC and we brought them to book,” Mr  Sibendire said.

He claimed said over Shs 500 million has been spent on the Kyogo Bridge but the district is yet to realize the value of the money.

“We have so far spent Shs500m out of 800m meant for the bridge, but the work done is not equivalent to the money spent” he said.

RDC Walusimbi also confirmed the arrests. “I caused the arrest of Bwambale and Kalende after I received complaints against them,” he said.

He said the arrest of the engineers came after security operatives first arrested the district auditor and store keeper on allegations of embezzling over Shs 70 Million meant for the same bridge.

Mr Ndungu Syaipuma Dan Bwambale,  the District Auditor and one Nyensi, the Store Keeper  were reportedly arrested for having signed on fake documents that indicated that 514 iron bars  were received and released  to the site.

“Police are investigating and as we speak now, everything is on file since statements from the storekeeper at the site and the alleged supplier have all recorded their statements” he said.
