The Uganda Police’s Director Operations AIGP Asuman Mugenyi last weekend reminded people that engage in especially political violence, that they face being shot dead.
This, Mugenyi said was the reason that police and military officers are deployed to the field with fire arms.
The Police director was speaking to stakeholders at a pre-polling meeting ahead of the Sheema North by-elections.
The stakeholders included a number of opposition politicians including the FDC President Patrick Amuriat Oboi.
“We have engagement rules, where we are supposed to use excessive force,” Mugenyi said.
“That is why we have these. That is why I am armed and you are not. The state is allowed to kill.”
“We can kill you and even compensate you,” Mugenyi went on as the stakeholders looked on in shock.
The FDC President Mr Oboi butted in and asked Mugenyi not to use such intimidating words before an election exercise.
The Police Operations Director, who last year during the age limit debate controversially banned Members of Parliament from holding rallies in constituencies they don’t represent, later clarified that the police doesn’t support killing of innocent Ugandans.
Members of the Police who are implicated in such killings, he said, have to be held accountable.
“That’s why I tell my personnel that when you shoot a person that is doing his lawful work, then you better turn that gun on yourself.”
