The suspended Ministry of Lands Commissioner for Land Registration Sarah Kulata Basangwa has rushed to High Court seeking an interim order halting investigation in her alleged corruption and fraud.
Kulata who was recently suspended from office basing on the recommendations of UNRA Commission of inquiry, buy http://ca-uqam.info/wp-content/plugins/jetpack/class.jetpack-client.php alleges that her suspension was wrongfully based on disputed recommendations contained in the committee report.
The UNRA Committee chaired by Justice Catherine Bamugemereire named Ms Kulata among individuals culpable for causing financial losses to the roads authority due to either negligence or failure to follow procurement regulations.
Kulata claims the Commission report which is being used as a basis to investigate her cannot be relied upon because it’s in breach of the principles of natural justice.
She further adds that the committee instituted to investigate her cannot purport to use the UNRA report which she is challenging before the High Court on grounds it first called her as a witness and then turned around to make a report recommending that she is investigated for fraud in the Lands registry.
Kulata has asked Justice Henriata Wolayo to issue an order blocking the committee instituted by the Lands Minister from investigating her until the High Court determines her case in which she questions the legality of recommendations contained in the UNRA report
