Ssemujju Arrested Over Flouting EC Guidelines on Election Campaigns

Police, yesterday December 13, 2020 arrested the Kira Municipality Member of Parliament Ibrahim Ssemujju Nganda, who doubles as the opposition Chief Whip for defying COVID-19 Standard Operating Procedures and the Electoral Commission set guidelines on holding election campaigns.

Ssemujju was arrested from the areas of Buwate and Kungu where he was campaigning for re-election on the same seat.

The arrest follows his failure to appear before police to answer charges where he is claimed to have continuously neglected following the Electoral Commission’s harmonized way of campaigning which, according to Police, risks both his and the voters’ lives.

According to a December 8, 2020, Police letter written by D/ASP Mulema Maliserino, Kira Division CID Officer asked Ssemujju to appear before police to make a statement about the charges but he never showed up.

“This office is investigating a matter involving your continued act of mobilizing and gathering your supporters in large numbers exceeding 200 and without observing social distance in contravention of rule 9(1)(e) of the Public Health rules 2020 as amended and electoral commission guidelines governing political campaign meetings,” reads the letter in part.

Police further alleged that despite several cautions to desist from such unlawful practices, Ssemujju has continued doing so in total disregard of the existing guidelines.

“This is therefore to require you to appear to this office for interview and statement recording in respect to the matter under investigations on 9/12/2020 at 10:00 am,” the letter reads.
