The Speaker of Parliament Rebecca Kadaga on Wednesday afternoon commented on the arrest of two legislators that were trying to serve her with court documents; saying they were involving themselves in an illegality.
Ndorwa East MP, Wilfred Niwagaba and Busiro East MP, Medard Segona were on Wednesday arrested at the entrance of Parliament, after they insisted on entering the house with summons issued by Court to the Speaker.
Kadaga commented on the arrest after the Leader of Opposition in Parliament (LOP), Winnie Kiiza brought it to the attention of the house that it would be unfair to continue with the deliberations when some of their members were arrested coming to Parliament to represent their constituents.
Kiiza said it would be unfortunate that after Parliament had spent a lot of money facilitating legislators for consultations, they would be disfranchised of their rights to represent their people.
In her response, the Speaker told the house that the arrested legislators were attempting to serve Parliament while in session which is against the law.
She quoted Section 4 of the National Assembly Powers and Privilege Act, which states ‘No process issued by any Court in Uganda in the exercise of civil jurisdiction shall be served or executed within the prisitincts of Parliament while Parliament is sitting both to the Speaker, clerk or any officer of Parliament,” Kadaga said.
She added, “Those members were tempting to serve Parliament is session.”
