Western Ankole Civil Society Forum (WACSOF) yesterday launched a citizens’ report card to conceptualize accountability issues in Ankole sub-region.
The report card was launched during a workshop at Sun Beach hotel in Kabwohe, Sheema Municipality.
Mr. Lee Apollo Kakonge, executive director WACSOF said the household report card for the health and education sectors will be operating in 5 districts of Sheema, Bushenyi, Mitooma, Mbarara and Isingiro.
The report card he said is to support citizens to monitor their social services as per responsibility given to them by the constitution.
The initiative follows the NGO’s research which found numerous gaps in the two sectors.
“When people go to a health facility they do not receive the drugs that have been prescribed to them. I think we are doing poor in terms of health in the region” explained Kakonge.
Speaking at the event, Sheema Deputy CAO Mr. Steven Rubihayo welcomed the report card in the district and promised that they will back its use to ensure quality service delivery.
“I would like to say that the findings that are within our reach as technical staff, we are going to handle,” the CAO pledged.
“Let us look at those critical areas and appropriate funds so that we create a balance in society” explained Rubihayo
The CAO however, expressed worry that the district is still challenged by limited resources from the central government.
“The resources come from the center and those resources come with too much conditionality; but we promise that we are going to tackle those issues within our means to make sure our people are happy” said the deputy CAO
