Rwanda Police Probe ISIS Network

This was during a press conference at the party headquarters at Kyadondo ahead of the NRM celebrations on January 26 at St Leo’s Kyegobe grounds in Fort Portal under the theme; “30 years of NRM’s committed stewardship; a remarkable legacy for Uganda”.

“We also Congratulate the CEC members, the NEC, and the membership of the National delegates’ Conference, the entire Secretariat of the NRM, the beloved Members of the NRM Party, all leadership structures, the Central Government ,the Local Government, all patriotic citizens of Uganda, who have been part and parcel of the revolutionary journey to this day,” Lumumba expressed gratitude.

“We applaud the heroes and heroines of the struggle both living and Deceased, to us, you laid your life, property and all that you had for the liberation of this Country and that distinguishes you from many of us,” Lumumba said.

Lumumba said the party would continue to uphold the peace and tranquility the country enjoys to date, the steady economic progress, improving Health and livelihood in Uganda, the Unity of the people, the strategic importance of Uganda to the Great lakes region both economically and its stability to other neighboring Countries realized over a period of time.

Lumumba went ahead to congratulate the gallant sons and daughters of Uganda Peoples’ Defense Forces, officers and men, upon the 35th Tarehe Sita of 2016.

“You have done us proud, and you have been the pivot of peace not only in Uganda, but the Great Lakes region, and Africa at large.

On the same note, Lumumba assured party members that their presidential candidate, Yoweri Museveni is still performing well in the campaigns, promising that he will win the presidential race.

“We are counting about 3 weeks to the General elections polling day, our candidate is still on his campaign trail; I am glad to report that he has performed excellently in the campaigns, sending critics to swallow their own words as he has showed “Stamina” as the popular saying goes, and as we speak now, he is even ahead of Schedule by four days.”

He said the purchase of the armoured personnel carriers is a very important milestone as it will go a long way in securing the frontier areas of the country.

The President was presiding over the closing ceremony of the three day Inspector General’s Conference at the Police Pavilion grounds, South C.

The conference whose aim is to review the challenges and achievements of the force in the past one year brought together regional Coordinators, County and Formation Commanders and other senior officers from the National Police Service Headquarters.

The President said in order to improve efficiency of the police force, there is need to empower it with modern equipment to enable it to respond quickly and more effective to the current security challenges.

The President said the government has improved transport for the force and 2,220 assorted vehicles have been provided through a lease arrangement which has more than doubled police visibility on the ground.

He said the Government is equally modernizing the Police Airwing to improve air support capacity.

“As of today, two MI 17 Helicopter troop carriers have been taken in for complete overhaul, while a new helicopter has been procured, and will be arriving in the country in the next few weeks,” said the President.

The President said he anticipates by June this year the police force will have the two new helicopters, and three refurbished units in place so as to improve the ability to quickly move troops to any trouble spot within the country.

On the welfare of police officers, President Kenyatta said his government is holding discussions with the Salaries and Remuneration Commission with a view of ensuring police officers are properly housed, kitted and commensurately remunerated.

“On the issue of remuneration I want to assure you that we are working with SRC and they are clear that police just like the military should all go on the four year review so that everybody is paid and knows when is the review coming and on what basis is it being done,” he said.

Kenyatta however challenged the force commanders to seek to remove few bad elements within the force who have made the public have wrong perceptions on them.

“As we work to enhance your welfare, I also want commitment from you. It cannot be that the police are going to be dimmed year after year that this is the most corrupt, the vile institution when it comes to public perception,” said the President.

Other speakers included Cabinet Secretary for Youth Affairs Sicily Kariuki, Principal Secretary for Interior Karanja Kibicho, Inspector General of Police Joseph Boinett and the Chairman for Police Service Commission Johnstone Kavuludi.

This was after the arrest of Muhammad Mugemangango, the Deputy Imam Kimironko Mosque.

“He was under investigations for mentoring Rwandan youths into Jihad and recruiting them to join Islamic State (ISIS) in Syria. Investigation continues to establish further details in this case,” said police.

Mugemangango who had been in detention at Kanombe Police Station on suspicion of involvement in terrorist activities, led Police officers to his Kimironko residence for search operation.

On the way back, he jumped off the vehicle whereupon he was shot so he doesn’t escape but died in the process.

The incident took place at around 9:13 pm at Kimironko-Mushumbamwiza road.

ISIS network

The development has raised concerns that ISIS’s reach in East Africa could be much deeper than earlier anticipated.

The commissioner for peace and security in the African Union, Ambassador Smail Chergui last year told a conference in Kampala that ISIS had embarked on a massive recruitment exercise for people from Africa.

This was revealed during the opening of the 2nd meeting of the heads of intelligence and security services of Eastern Africa.

Chergui further added that some of the most active recruitment is being done in the East African region.

The Islamic state also previously known as the Islamic State of Iraq and the Levant ,ISIL captured  world attention in 2014 when it seized large territories in Syria and Iraq and declared a Caliphate.

Its influence has now expanded to Libya and Nigeria as well as parts of South East Asia.
