Senior Lawyer Ruth Sebatindila has replaced the controversial Nelson Bemanya Twebaze as the new Administrator of government owned Uganda Telecom Limited.
High Court Kampala steered by Lydia Mugambe on Thursday confirmed Sebatindila, former Uganda Law Society President, as the Administrator of the company still under receivership.
The development comes after the expiry of Bemanya’s contract on November 22nd 2019. The former Administrator’s contract was eligible for renewal but an extraordinary General Meeting of Uganda Telecom Limited Board on November 8th 2019 resolved to get a new person.
ChimpReports understands that three names of insolvency practitioners were first forwarded to security for background check and eligibility. According to a source all the three including: Isaac Bakayana of Arcadia Advocates, Nicholas Mwasame Walyemwa of Shonubi Musoke & Co. Advocates and Sebatindila passed the vetting.
UTL bosses led by Finance Minister, Matia Kasaija sent the successful names to the Justice and Constitutional Affairs Ministry to undertake the required court processes. Sabtindila emerged the new Administrator.
The UTL extraordinary meeting in November also extended the Administration period by a year effective from expiry of the previous one.
The extension is to allow for the completion of audit being done by the Auditor General following a court order mid this year.
“The extension is to facilitate completion of audit exercise by the Auditor General as per the Order of Court,” said part of the resolution.
The additional one year is also to allow the new administration to identify a potential investor to invest in the insolvent telecom.
