Rubanda CAO Accused Of Withholding District Staff Member’s 10 Month Salary

Elly Mucunguzi, the Rubanda District Principal Assistant Secretary has come out accusing the district Chief Administrative Officer, Mr Aggrey Muramira of holding onto his salary since December 2017.

Muhumuza claims since his appointment on 12th December 2017 the CAO has not paid him a single penny yet he was legally appointed the substantive Principal Assistant Secretary by the Rubanda district service commission.

His monthly salary he says is Shs. 1.2 million.

Muhumuza states that he was appointed in the same way as his colleagues in December 2017 but he is the only one that is not earning his salary.

The CAO however, insists that Muhumuza cannot be put on the pay roll because of a pending court case.

Prior to his appointment at Rubanda district, Mucunguzi worked in neighboring Kanungu district as senior assistant secretary.

He says however that the alleged court case was lodged in March this year and yet he had not been paid for the previous months.

The CAO Mr Muramira revealed when contacted, that he has written to the Permanent Secretary Ministry of Public Service Catherine Birakwate, informing her about the court case over the appointment of substantive Rubanda district local government staff, which appointment was challenged in the High Court.

He says two officials Richard Mugahwenkyi who was working as acting Principal inspector of schools and Bernard Kasangaki (principal assistant secretary) sued the district for advertising the jobs which were not vacant at the time.

The Kabale high court issued an interim order reinstating them till the case is disposed of.

The district leadership was advised by the Solicitor general to have the matter resolved out of court.

In the meantime, the district council district council sat and resolved to create two new positions to accommodate the complaints in the district administration.
