Finance Minister Matia Kasaija has directed the Road Fund Board chairperson Merian Ssebunya Kemigisha to vacate office due to alleged mismanagement and gross incompetence.
Ssebunya was kicked out following complaints from staff to the Inspectorate of Government.
The Road Fund is a government body mandated to finance routine and periodic maintenance of public roads.
In a letter dated December 7, Kasaija said he was in “receipt of a directive from the IGG to take action enable them carry out investigation on alleged mismanagement of the Fund. This is to direct you to desist from any action that affects the governance of the fund until further directive from myself.”
The minister’s response was triggered by the directive from the IGG Irene Mulyagonja to the minister to immediately suspend the board in a letter dated December 5 to allow her carry out investigations without interference from the Ssebunya.
“The purpose of this letter is to inform you that the complaint brought against miss Kemigisha Ssebunya by the staff of Uganda Road in their letter to you are similar to the complaints that were received by the IGG and that we are currently investigating,” Mulyagonja said.
“This also serves to request you to consider suspending the fund management board to allow an uninterrupted investigation by this office into the alleged appalling governance issues at Uganda Road Fund”.
The Staff in their letter to the minister copied to the IGG, had made several allegations against Ssebunya and in particular pointed out corruption, influence peddling and maladministration among others that need further investigations.
Eelier in November this year, the minister had summoned the board and warned Ssebunya over fighting board members and staff in vain.
This set her on collision course with fellow board members and members of staff.
Upon receiving the minister’s directive on December 6, Ssebunya said she had fired the Road Fund Executive Director, Eng Michael Okune Odongo.
The Road Fund law provides only the minister with powers to appoint and fired the Executive Director.
