Residents Accuse Leaders Of Grabbing Health Centre Land

Angry residents and local leaders of Ruteete sub county, Kabarole district are up in arms with the former sub county leaders accusing them of grabbing the land belonging to Ruteete Health Center III when they were holding office.

The accused are Bagonza Peter and Mrs Banserura Topista, both former members of the Health Centre Management Committee.

The others who include Baguma Holimicidius Spear (former LC3 chairperson Ruteete), Bonabana Margaret and Baguma Peter are said to have stolen large chunks of the facility land but later gave it up after evidence pinned them in LCII, LCIII and land tribunal courts.

On Thursday afternoon, the district leaders comprising the district chairperson Rwabuhinga Richard, RDC Stephen Asiimwe, DPC Musa Tibakirana and DISO Edmond  Kamanyire rushed to Ruteete Health Centre III for a security meeting to assess the situation but were shocked to hear from the locals that the former leaders were behind grabbing the facility land.

Kagaba Joshua, former LC1 and Chairperson Management Committee Ruteete HCIII says after the promulgation of 1995 constitution, leaders and the residents agreed that to avoid land conflicts the Bonafide residents who had occupied the facility land stay where they had cultivated.

He however explains that people used the opportunity of the then weak sub county leaders.

80-Year-Old Yubu Tinkamalirwe testified that he had encroached on and planted tea but later withdrew because it was the hospital land.

Mr.Rwabuhinga Richard told the meeting that people need to protect and defend the land because the district has finalized plans to expand and upgrade Ruteete HCIII to HCIV so as to get better services as he called for calm.
