A security guard has accused Gulu Resident District Commissioner Maj Santo Okot Lapolo of assaulting him while on duty.
Simon Ojara, who works at Gulu College of Health Sciences, says while on duty on the night of September 16, Maj Lapolo slapped him when he refused to open the gate for a Covid19 patient.
Ojara says he had been directed by the hospital management not to open for new patients and when the ambulance brought the patient, he declined to open.
“But the RDC was called and he slapped me and took away the gate keys and gave them to the District Police Commander Emmanuel Mafundo to open,” he says.
Ojara says when he reported the matter to Gulu Central Police Station, the police officers refused to assist him.
“The officers at the counter backed off from the case and told us the RDC is a high ranking officer in the district and only their superiors are better placed to handle the case,” he says.
He says later her superior approached the Regional Police Commander Ezekiel Emitu who intervened and compelled his subordinates to record the case vide SD REF:50/19/09/2020.
But Lapolo denied assaulting the guard, saying he was working to help a patient but not assaulting a guard.
