Parliament Rules Committee Starts Investigating Tumwine, Cecilia Saga

The parliamentary committee on Rules and Disciplinary has started investigating the incident in which Dokolo woman MP, Cecilia Ogwal accused Minister of Security, Gen. Elly Tumwine of threatening her life.

The committee started its work by viewing CCTV footage to ascertain what exactly transpired when Gen. Tumwine followed Cecilia to the lobby after she accused him of misusing a firearm over 15 years ago.

There was however confusion at the beginning over the presence of journalists as MPs on the committee viewed the video.

Journalists were first chased out of the committee but it was later resolved that they should attend all proceedings.

The first witness to appear before the committee today was Rubaga North MP, Moses Kasibante who stated that Tumwine deserves punishment for allegedly belittling Parliament.

“Gen. Tumwine said the Speaker and Members of Parliament don’t understand what they say. This is total defiance and disrespecting of the Constitution of Uganda, belittling of Parliament, the Speaker and the members. The General should be tamed,” said Kasibante.

The committee chaired by Kalaki county MP, Clement Obote Ogalo has summoned Cecilia to appear on Wednesday and Tumwine on Thursday.

He said the committee will finish its work and write a report within a period of one week as ordered by the house.


“We have received and viewed the video. We shall interface with honorable Cecilia on Wednesday and the general himself on Thursday. We are hopeful to finish it and make a report,” said Obote-Ongalo.
