The Forum for Democratic Change which is the official opposition party has written to the Speaker Rebecca Kadaga officially communicating the new leadership changes at Parliament.
Nandala Mafabi, FDC Secretary General in a letter delivered to Speaker’s office at around 3pm on Monday, formally conveyed the party’s National Executive Committee assembly resolution of Friday last week.
“In accordance with the Constitution of Uganda, The Administration of Parliament (Amendment) Act; section 2, 6B, 6C, 61, 6J and the Rules of Procedure of Parliament, Rule 11, Rule 13 and Appendix D, the Forum for Democratic Change at its 181st National Executive Committee meeting held on August 3rd 2018, made the following changes to the Opposition Leadership in Parliament,” part of the letter said.
The letter confirmed Gulu Woman MP, Betty Aol Ochan as the Leader of Opposition in Parliament replacing Kasese Woman MP Winnie Kizza, Ibrahim Ssemujju Nganda of Kiira Municipality maintained as Chief Opposition Whip and Francis Mwijukye of Buhweju replaced Dokolo’s Cecilia Ogwal as Commissioner of Parliament.
Mafabi requested Kadaga to process the changes that CEC had directed to be effected immediately.
“Therefore, this is to inform and request you to process these changes as per the law and rules,” he requested.
The letter was issued hours after Winnie Kiiza addressing the press as the Leader of Opposition, explicitly stating that she is yet to receive the letter for the new changes.
Other MPs who accompanied Ms. Kiiza including Elijah Okupa of Kasilo and Robert Centenary of Kasese Municipality disagreed with Amuriat’s changes saying his actions were guided by revenge against those who didn’t support his presidency.
