The Speaker of Parliament, Rebecca Kadaga this morning suspended the house for two hours so as to deal with the matter of procedure that was raised by members opposed to the removal of age limit bill.
The morning sitting of the house was put on hold after members opposed to the bill — those in opposition, independents and NRM rose numerous times on point of procedure, disrupting the chairperson of the legal affairs committee, Jacob Oboth Oboth from tabling the committee report.
The speaker chose to adjourn the house to attend to the procedural matter raised by Lwemiyaga MP, Theodore Ssekikubo, who questioned how some members of Parliament got to be sitting on more than one Sessional committee.
Ssekikubo brought it to the attention of the Speaker that some members who belong to the Defense Committee deliberated on the report before the house and signed on the report of the Legal and Parliamentary Affairs Committee.
“It is procedural that we deal with a report to which some mercenaries were included to sign, while they have been deliberating in sittings of the Defense committee?” Ssekikubo asked.
Those accused to belong to two different sessional committees include; Kabong Woman MP, Rose Lily Akello and Rubanda District Woman MP, Prossy Akampurira.
Akello informed the house that she was designated to the Legal and Parliamentary Affairs committee by the Government Chief Whip, Ruth Nankabirwa and that she has since served on the said committee.
The Speaker earlier ruled that she was informed that in her absence, several members were designated to the committee and were passed.
However, members didn’t take in the ruling and continued to raising several points of procedural, order and motion which the Speaker didn’t allow.
The Speaker later suspended the House so as to ascertain the issues raised as well as finding out with the Clerk to confirm the real appointment and attendance of members to the committees.
However, the Government Chief Whip Ruth Nankabirwa told reporters during the break that she exercised her duties and designated the said members to the Legal Committee.
