“The accreditation and security committee is finalizing with verification of individual delegates across the country which is being overseen by party officials and state security agencies,” Hyuha noted.
“Those accredited will be given special identifications to enable them access the delegates’ conference.”
She added, “I want to emphasize that no one should tamper with the list because delegates are known people .You are not supposed to replace any person be it those who died or crossed to other parties. This time round, there won’t be tricks as only those eligible should attend.”
Sacked Prime Minister Amama Mbabazi recently said he would attend the delegates’ conference even when he was forced to take leave as Secretary General till December 31.
Mbabazi said he was not someone who could be pushed around; a move many believe was aimed at emboldening his supporters who intend to accompany him to Namboole.
On Mbabazi’s attendance, Hyuha said, “I am inviting him as a member of CEC and NEC and in fact he has received communication and I am waiting to receive him.”
Mbabazi is thought to be planning to stand for president in 2016, a charge he vehemently denies.
During the conference it is hoped the NRM constitution will be amended to allow the party chairman, President Museveni appoint a Secretary General, departing from the old norm where the SG was elected by delegates.
Mbabazi’s supporters have since vowed to fight back, saying the constitutional amendment would disenfranchise NRM delegates and concentrate more unchecked powers in the hands of the party chairman.
Mbabazi fans are also worried that retired Maj Gen Jim Muhwezi who is heading the accreditation and security committee could delete their names from the delegates’ list.
Muhwezi is a known enemy of Mbabazi with the former attributing his political downfall and financial troubles to the underground schemes of the latter.
Hyuha today warned individuals decampaigning the December 15 Delegates Conference, saying it’s only her office with authority to comment on preparations for the function.
“Delegates and party members should be notified that all official communication regarding the conference will be made strictly from the organizing committee which is headed by the acting Secretary General. There should be no confusion or disinformation amongst members arising out of communication from any other sources,” Hyuha warned.
According to Hyuha, the delegates who are supposed to attend the December 15 function are well spelt out in the party constitution.
They include the National Chairperson and his vice chairpersons, Vice Chairpersons representing regions of the country and Secretary General among others.
