The Amalgamated Transport and General Workers Union (ATGWU) which is affiliated to National Organization of Trade Unions (NOTU) has written to Minister of Works and Transport Gen Katumba Wamala opposing the suspension of Pascal Jabbe Osinde Osudo, the Director Human Resource and Administration (DHRA) at Uganda Civil Aviation Authority (UCAA).
In a letter written to Director General CAA by State Minister for Transport Joy Kabatsi on May 25, 2020, Kabatsi ordered for the suspension of Pascal Jabbe Osinde Osudo for 6 months to allow investigations into the allegations of disharmony, backstabbing, infighting and persistent friction in CAA caused by Osinde.
CAA, therefore, instructed Osinde to hand over office to Mrs. Efrance Musiimenta who will act as DHRA during the 6 months of his absence.
However, Usher Wilson Owere, the National chairman of ATGWU, who also doubles as NOTU Chairman General, has on Tuesday, June 2, 2020, written to the Minister of Works and Transport Gen Katumba Wamala calling the suspension of Osinde unlawful.
In Owere’s letter seen by ChimpReports, he says that the allegations labeled against Osinde are untrue.
“The leadership of workers in Uganda particularly the Amalgamated Transport and General Workers Union (ATGWU) which is affiliated to National Organization of Trade Unions (NOTU) brings to your attention of their displeasure of the way some matters have been handled in Civil Aviation Authority, in particular, the unlawful suspension of DHRA Mr. Pascal Jabbe Osinde,” read the letter in part.
Owere said that the above allegations are untrue and are “presented as blanket statements without any iota of particularization” calling them malice, victimization, and abuse of one’s constitutional rights.
“Honorable Minister, we are extremely sympathetic to the Minister of State who, in our view, was unfairly dragged in Uganda Civil Aviation Authority infighting and uses her recommendations to deliver unjust, unsuitable decisions, albeit at damaging the reputation of Uganda Civil Aviation Authority and your Ministry at large.”
Owere added that Kabatsi was misled and misguided by what he called “terrible fortune hunters who have no mercy whether it means draining someone’s entire blood.”
He, therefore, called on Gen. Katumba to intervene in the matter and take action.
“It’s our humble request Honorable Minister Sir, that you expeditiously come in this juggled process that is affecting UCAA negatively and establish sanity. It is our further request that your State Minister be Administratively rescinded as we don’t want to go to Courts of law and cause any form of embarrassment in your Ministry or on your Ministers,” Owere added.
