Gad Ahimbisibwe Rugaju, the Kabale Deputy Resident District Commissioner has forced Simon Twasiima, the National Identification and Regulation Authority (NIRA) Information Technology Officer in-charge of Butanda Sub County in Kabale district, to refund up to Shs 3.65 million which he had had extorted from locals.
Twasiima was arrested on 25th April 2019 on orders of the Deputy RDC after over 300 residents testified that the NIRA boss was charging them money before taking their applications for both new national IDs and replacement of lost ones.
According to the locals, Twasiima was charging them between Shs. 75,000 and 10,000.
After compelling him to return the money publicly at Butanda Sub county headquarters on Tuesday afternoon, RDC Rugaju said he could not allow Twasiima corrupt official like him to turn a government program into a business yet it was free of charge.
Rugaju revealed that after repaying back the money, Twasiima was released on police bond.
