The election exercise of the leadership of Rwampara District – one of the new ones that commenced operations this year — failed to take place once again yesterday over lack of quorum.
Members of the district council have now on two occasions refused to participate in the election of the interim district chairman.
As such the district returning officer Mr Nicholas Twinomujuni was compelled to postpone the election until 2021.
The election for the chairman was supposed to be held by the district councilors.
However, of the seven councilors, only four turned up while three remained absent regardless of several mediation and consultative meetings convened by stakeholders of the district.
Rwampara MP Charles Ngabirano described this development as unfortunate but promised the people of Rwampara district that he will consult officials in government on how interim political leadership can be instituted to run the local government.
Three of the district councilors who missed last Thursday’s voting exercise are the ones that were a no show yesterday at the District headquarters in Kinoni.
These are Jordan Musinguzi of Mwizi, Kakyara Justine from Bugamba and Kansiime Annah of Rugando.
The returning officer Nicholas Twinomujuni said after failure to vote on July 24th 2019 and July 29th , 2019, he was left with no choice but to push the exercise to 2021 unless otherwise as decided by the electoral commission.
“We cannot keep using the public funds on futile activities”, he said.
Councilor Robert Arinanye who intended to stand for Interim Chairman among the councilors termed the councilors that boycotted the election as selfish and against the new district.
He believes he was being punished for working with Mujuni Vicent Kyamadidi, the former area MP who defected to FDC from the NRM.
“Hon. Kyamadidi was my Mp, befriending him is not a problem or it doesn’t mean that I am FDC”, Arinanye said.
Some of the residents we spoke to expressed disappointment with the new district leadership.
Yunusi Kyabalongo said this was one of the reasons he was against granting Rwampara a district because their leaders were not mature enough to operate a district.
“These people made a mistake from the start by choosing where to put the district and now they have failed to elect the interim chairperson”, Yunusi said.
Efforts to reach the councilors that missed were all futile as their known phones couldn’t be reached.
