Missing Reverend-turned-Journalist, Isaac Bakka Held at Luzira Prison

Uganda Prisons Service has confirmed the detention of Reverend-turned-photojournalist, lsaac Bakka, who had gone missing for more than four months.

“Yes, we have him,” said Prisons Spokesperson Frank Baine in a telephone interview with this website on Friday night.

He said Bakka was remanded at Luzira on February 14 on charges of treason and misprision.

The offence of treason is grave in nature and attracts a death penalty.

Treason is the crime of betraying one’s country, especially by attempting to kill or overthrow the sovereign government while misprision means the deliberate concealment of one’s knowledge of a treasonable act or a felony.

The Penal Code Act provides that any person who knowing that any person intends to commit treason does not give information thereof with all reasonable dispatch to the Minister, an administrative officer, a magistrate or an officer in charge of a police station, or use all reasonable endeavours to prevent the commission of the offence of treason commits the offence of misprision of treason and is liable on conviction to imprisonment for life.

Baine told us that Bakka was in good health.

“When you are not in good condition, we don’t receive you,” he emphasised.

Officials say Bakka was picked by security services in October 2017 in Misindye, Goma Division, Mukono Municipality.

A former army officer during Idi Amin’s reign, Bakka was last seen when he moved out of his home to receive a telephone call.

Eva Birungi, his daughter and a secondary school student, said the caller asked for her father’s help in locating space to start up a supermarket in Seeta.

“I was using Dad’s phone when this man called. I heard their conversation about the space for rent and this man insisted that they meet at Total Pub at Seeta,” said Birungi.

Sylvia Nalubowa Bakka, the wife of the jailed Reverend, says after waiting for him in vain, they tried to call his number but no one received it. The cell phone was later switched off.

At the time of his arrest, Bakka was working as a journalist and cameraman for BTN television and Nile FM.

 

His disappearance was reported to Seeta police station under SD Ref 25/09/10/2017.
