State Minister of Privatization and Investment, Evelyn Anite has appointed the Ministry of Finance Commissioner of Internal Audit and Inspectorate, Dr. Fixon Akonye to audit the struggling Uganda Telecommunications Limited.
Anite, in a letter to Akonye on Wednesday, said her action emanates from the directive President Museveni gave her recently.
“Arising from H.E the President’s letter ref: PO/10 dated 16thJuly 2019 addressed to me to institute an audit of UTL activities,” said part of the letter.
Anite told Akonye to immediately start the audit, conclude and report in within one month.
“I am accordingly directing you to conduct an internal audit of UTL activities and evaluate the state of affairs within a period of one month from the date of receiving of this letter,” said Anite.
She stressed that the audit should cover extensive areas to address all the allegations against the company under the leadership of official receiver, Bemanya Twebaze.
“Pease ensure the internal audit is comprehensive enough to confirm or clear the allegations before H.E the President,” concluded Anite.
Museveni on July 16, 2019 wrote a letter to Anite directing her to audit the network managed by the URSB Executive Director, Bemanya.
“This is to direct you to institute an audit into the activities that are going on in Uganda Telecommunication Network limited. I have heard of some allegations,” said Museveni.
Bemanya has on many accusations blocked audit of UTL claiming his position is upheld by the insolvency law.
Who is Dr. Fixon Akonye?
Dr. Fixon Akonye has 15 years of experience with Office of Auditor General rising to the level of Senior Principal Auditor.
He also has 10 years’ experience as Commissioner Internal Audit and Inspectorate with Ministry of Finance, Planning and Economic Development 5 of which he acts as the Internal Auditor General.
He represented Uganda as a Member of East African Community Audit and Risk Committee for 2 terms of 3 years each (total of 6 years) and was Chairman on 2 occasions when Uganda chaired the EAC.
He is also President of Institute of Internal Auditors of Uganda and invited H.E to address Internal Auditors in 2017.
Earlier, he served as Senior Vice President and Vice President of Institute of Internal Auditors.
