Mbarara Councilors Accuse District Executive of Stealing Shs 100M

A section of Mbarara district local government councilors have petitioned parliament to probe the Mbarara district executive committee over alleged mismanagement of public funds.

The petition signed by 17 out of 33 councilors was delivered to the office of Clerk to Parliament on 21st July 2017, seeking the intervention of the Parliamentary Public Accounts Committee in probing the district executive on the missing Shs. 111million.

The money was a balance brought forward in 2015/2016 financial year that was not accounted for.

The councilors say they asked the Mbarara CAO Cuthbert Esoku who is the accounting officer, about the missing funds but he couldn’t respond.

One of the petitioners Asaph Muhangi, councilor Ndeija Sub County said that numerous council sittings have happened and an Accounts Committee assigned to investigate the matter but no resolution has been passed since 2016, which compelled them to rush to parliament.

The councilors are also unhappy that Mbarara district employs workers who are not qualified for the jobs and others have been in acting positions beyond one year which is not allowed by the law.
