Luweero’s Serial Murderer Arrested

As the Universal Primary Education [UPE] program clocks 17 years in Uganda, abortion a group of tertiary students who were in Primary One by the time it was introduced in 1997 have set January 22, thumb as the date to express their gratitude to government of Uganda.

The students are set to present a token of appreciation to Prime Minister of Uganda Ruhakana Rugunda and Minister of Education Hon Jessica Alupo on behalf of government, sildenafil thanking it for giving them an opportunity to attain free primary education.

Jeremiah Mwanje Keeya the National coordinator for ‘Class 97’ Uganda, an Association bringing together all graduates who have passed through the UPE program; revealed today that one of the aims of their association is to supplement government’s support to UPE schools through charity works and setting up a Graduates’ Venture Fund to support unemployed graduates in starting up their own businesses.

“In mid February we shall hold a grand graduation party for all UPE graduates at all levels, and just before then, we shall conduct visits to a number of rural schools for charity works,” he said.

In the long run, he added, the students intend to establish and entity, Volunteer for Uganda, for charity work as one of the way of paying back to the tax payers who have paid our school fees.

Mwanje added that this association brings together all graduates from various universities and higher institutions of
learning, who are the pioneer students of the UPE program.

UPE program started in Uganda in 1997 as fulfilment of a pledge by President Yoweri Museveni, during the 1996 General Elections campaigns.

The first batch of students who offered three-year courses graduated last year and those who did 4-year courses are coming out this year.


The UPE program after 17 years is nonetheless still faced with a number of challenges, most of which hinge around insufficient government funding.

Police in Luwero yesterday 15th January arrested Abdul Kirumira, online a man suspected to be behind the murder of five people in less than a month in the district.

Apparently Kirumira has for a long time been hired to kill people who have grudges on each other. Knives, a fire arm, spears and several rounds of ammunition were recovered at his residence in Luwero town.
Lamech Kigozi the region’s police spokesperson says that they had been tracking Kirumira for some time, he keeps changing his appearance and he has reported cases of armed robbery.
“We followed information from a woman who witnessed him as he killed Kibirango that night, before he loaded cattle onto the lorry heading to Juba; we pursued him and we arrested him at Kiryandongo,” said Kigozi.
He is currently being detained at Luwero police station awaiting charges of Aggravated robbery and murder if found guilty.
