Kampala Capital City Authority (KCCA), in a joint operation with National Environment Management Authority (NEMA), has resumed the eviction of encroachers on Lubigi Wetland along Busega roundabout.
KCCA evicted encroachers on Lubigi Wetland in October this year; However, some encroachers deliberately remained occupying part of the wetland, and the current eviction targets this particular group.
KCCA resumed the eviction on Tuesday, December 19th, 2023, and the operation will last two days. Unlike the first, “this time’s operation, arrests of encroachers that have since gone back to expected to be made.”
The operation will also demobilise the former Material Yard used in the construction of the Northern Bypass. Stones heaped on the same site and stoves used for fish smoking will be removed.
NEMA says, despite sensitisation efforts, Lubigi Wetland is still faced with serious degradation from encroachers, and that some encroachers have refused to voluntarily vacate.
“The wetland is currently faced with serious degradation from encroachers, despite the sensitisation taken by NEMA. NEMA issued restoration orders to all wetland encroachers doing activities with the wetland to voluntarily vacate, but until now many of them have not vacated,” says NEMA.
On September 12, 2023, President Museveni directed NEMA, with immediate effect, to evict all encroachers that had returned in Lubigi Wetland.
