The Kisoro Woman Member of Parliament, Rose Kabagyeni yesterday demanded that government explains the circumstances under which the former Inspector General of Police, Gen. Kale Kayihura was arrested.
Ms. Kabagyeni during a plenary sitting on Tuesday said the people of Kisoro, where the embattled general comes from, and the whole country were anxious to know the details of Kayihura’s arrest.
“This (arrest) has not been a normal occurrence in the country. Without dwelling on the merits of the case, I would like to raise pertinent issues pertaining to the anxiety of the people of Kisoro and the country at large,” she said.
The legislator stressed that several and at times conflicting reports on the media have kept the population in the dark.
“We are disturbed by the conflicting statements surrounding the circumstances of the arrest and detention of the former IGP and we are alarmed by the media speculation and the information the media is feeding to the country,” she stressed.
Kabagyenyi concluded that the rights of Kayihura, who has been in military detention since Wednesday, last week should be respected.
“The right of personal liberty is fundamental right guaranteed under the article 23 of the constitution.”
The Speaker Rebecca Kadaga who steered the house ruled that the matter is still under investigation.
“I believe the matter is under investigation, we have no value addition at this stage. Leave that matter,” Speaker Kadaga said.
The Defense spokesperson Brig Richard Karemire has maintained that Gen Kayihura can be accessed by his immediate family, as well as his lawyers at Makindye military barracks where is being held.
