Abel Bizimana the Kisoro district chairman on Thursday survived being censured by the councilors who accused him of office misuse, personal misconduct and bringing segregation among the people of Kisoro district.
The motion was moved by Kosam Kakiga the Kirundo sub county Councilor and was seconded by Joseph Muhoozi of Nyakinama Sub County, during the council session that was presided over by the district speaker Amos Hakizimana.
The movers accused Bizimana together with former chief administrative officer, the late Wilson Tibugyenda of signing memorandum of understanding on behalf of Kisoro District, with Kigezi Highland Tea Company, in which he was to get kickbacks.
The district chairman was also accused of insulting his councilors, calling them fools, and threatening to undress in front of them if they disagreed with him.
While defending himself, Bizimana said the movers of the motion to censure him hijacked him because they never gave him the pilot motion in advance.
Bizimana also attacked John Niyizeimana Kamara, the Bufumbira North Member of Parliament, accusing him of influencing the Councilors to censure him.
He even ordered Speaker Hakizimana to chase MP Kamara out of the council but the Speaker declined.
The speaker sensing trouble, adjourned the council prematurely.
This is not the first time that Bizimana survived censure. Last year, he was forced to kneel down and beg the councilors not to proceed with a vote of no confidence against him, over allegations that he used abusive language and was arrogant.
