KCCA Issues New Guidelines on Display of Election Campaign Posters

Kampala, Uganda — As Uganda gears up for the 2026 general elections, the Kampala Capital City Authority (KCCA) has released stringent guidelines regulating the display of election campaign materials within the city, in a bid to maintain order, cleanliness, and public safety.

Under the new rules, political candidates and their supporters are only permitted to display campaign tools in designated spaces.

Approved locations include lawfully existing billboards, motor vehicles, bus stops, street poles, and framed posters not exceeding 0.9m by 0.6m.

KCCA emphasized that street pole displays will be managed on a first-come, first-serve basis, and only during official election and voter registration periods.

“All election campaign tools shall be displayed upon obtaining permission from KCCA,” the authority stated.

However, the directive strictly prohibits the placement of posters at roundabouts, road curves, islands, junctions, electric poles, and traffic lights — areas deemed hazardous to motorists and pedestrians. Additionally, the pasting of posters on walls or trees is forbidden, as are campaign activities in sensitive spaces such as hospitals, schools, health centers, and places of worship.

The guidelines also ban the use of loud campaign audio announcements exceeding 80 decibels before 8am or after 5pm.

KCCA warned that any campaign tool installed without authorization will be considered an illegal structure or litter, and violators may face prosecution.

The move is part of a wider effort to ensure Kampala remains “a cleaner and liveable city” during the election season.
