KCCA Arrests PPDA ED Flats’ Manager over Disposing Sewage on Health Minister’s Plot

The Kampala Capital City Authority officials and Police on Saturday arrested the caretaker of Public Proposal and Disposal of Public Assets Executive Director, Benson Turyame’s flats in Kyanja for disposing sewage on the property of Health Minister, Ruth Aceng.

Jimmy Mwogezi was picked after an inspection done by the KCCA Sewage and Drains Officer, Siraje Nduga.

The suspect confessed to KCCA and Police that he has been disposing sewage on the Minister’s plot for the last 5 years using an electric-supported mortar connected to the soak pit.

“When I came here in 20014, I was trained on the handling of the machine (mortar) to empty the soak pit whenever it is full,” said Mwogezi.

The KCCA sewage and drain boss stated that the actions of Mwogezi had become a serious health risk to the neighboring community and the authority intended to take legal action against him.

“Improper disposal of sewage is not only against our regulations but also pose grave health risks like the recent cholera problem,” said Sirajj.  

He explained that the single soak pit at Turamye’s flat is very small and insufficient to serve the 3 blocks with 21 units.

Mwogezi is expected be charged at the KCCA court on Monday following a statement made by the KCCA Sewage and Drains officer.


When contacted by the KCCA officials on Saturday, Turamye told them on phone that the waste is being disposed at a “safe” place.

Aceng told the KCCA officials that she has had raised the matter with Turamye for several times but refused to rectify his sewage disposal system.

The disposal mortar was taken by KCCA as evidence for tomorrow’s hearing.
