Dr Samuel Tweheyo Kiroha, the acting Kazo District Health Officer-DHO has been interdicted for negligence.
The DHO is being accused of refusing to respond to calls seeking his intervention in fighting COVID19.
In a May 12th letter, the Chief Administrative Officer Kazo district, Tumusiime Leonard ordered Tweheyo of hand over office to the Deputy District Health Officer in charge of Maternal and Child health, Bully Esther Kiden.
“Communication to my office from Ministry Of Local Government dated 8th May 2020, with a minute extraction of cabinet meeting, it’s alleged that you failed to respond to alerts to CORONA VIRUS (COVID 19)patients and you failed to respond on account of lack of fuel. I am pretty sure that you had all necessary facilities including district vehicles and fuel and more to my disappointment, this happened when the nation has been hit by the disaster of COVID 19 and the country is grappling with measures against the disease. As head of health services in the district you frustrated the president’s directives on combating the disease,” the CAO wrote.
This was gross negligence in performance of duty facilitating wide spread of CORONA VIRUS (COVID 19) In the district which is a misconduct in accordance with section F-S (paragraph 1(a) of Uganda public standing orders.” As head of public service and administration in the district… I have been compelled to interdict you from exercising the duties of district health officer to pave way for investigations into the matter.”
The DHO will be getting basic salary and will not be allowed to leave the country.
Dr Tweheyo has not yet commented on the decision as his known contacts were switched off.
