Major General Timothy Sabiiti Mutebile, the commander of the engineering Brigade in the Uganda Peoples Defence Forces will be running for political office in the 2020 general elections.
General Mutebile says he is ready to unseat Kabale Municipality Member of Parliament Andrew Aja Baryayanga, in the race that’s now less than two years away.
The General made this disclosure during a welcome party held to congratulate him upon being promoted from the rank of Brigadier.
The party was graced by among others Kabale Municipality Mayor Emmanuel Sentaro Byamugisha, Sam Arinaitwe the central division LCIII chairperson, Mucunguzi Rushooga the Northern Division LCIII chairperson, Kabale Municipality Councillors, among others.
The members concurred that for the good of the municipality and the NRM party, it was imperative that Gen Mutebile runs to unseat Independent Baryayanga, who has held the seat since 2011.
This comes about a week after Hon Baryayanga told Prime Minister Dr Ruhakana Rugunda point blank that he would never return to the NRM party, which he says cheated him in the 2010 primaries.
Led by Robert Matsiko the Kabale Central Division NRM chairperson and Hajj Bashir Abdallah an NRM leader, the leaders asked Gen Mutebile to stand in the 2021 elections on the NRM ticket.
General Mutebile responded positively to the call, quoting Isaiah 6.8; “I heard the Lord say, whom shall I send; who will be my messenger? I answered, I will go; send me.”
The General told the meeting he is ready to take on the challenge in 2021, after getting clearance from the Commander in Chief, President Yoweri Museveni, the UPDF leadership as well as the ruling NRM party.
“I will ask you to officially write to him (Museveni) requesting him to retire me. If he allows it, I am ready to serve you,” he said.
The welcome party however, was condemned by some of the locals who said it was supposed to be a military event, and not a political rally.
Brian Ahereza, from Kirwa in Northern Division said that it was wrong for a few NRM party leaders to endorse General Mutebile as the party candidate, yet the choice of the party candidate should be by the party members in the NRM primaries.
Section 99 of the UPDF act of 2005 bars serving officer army from seeking a political appointment from engaging in partisan politics.
