Kabale Locals Want OWC Scrapped

Locals of Rukiga County in Kabale District have accused UPDF’s Operation Wealth Creation Coordinators in the constituency of conniving with one Peace Rugambwa to force them to pay the program inputs.

Peace Rugambwa heads a local SACCO Nyekundire Boona Bageigahare Group.

Led by Frank Besigye Kyerere, healing the Rwamucucu sub county NRM Chairperson, the locals accused Lt. Col.  Kyomukama Kabigumira the Rukiga County OWC Commander and Lt. Col. Charles Tebarura the Kabale district OWC Commander of forcing people to pay Shs. 12000 before they can get OWC inputs like onion seeds. Kyerere said that the program has made the people poorer and asked government to scrap it off. In any case, he said, it has been a duplication of the National Agricultural Advisory Services –NAADs.

The call was made during a Baraza that was held at Nyeikunama Primary school in Muhanga town council on Friday, organized by the Office of the Prime Minister.

Speaking at the event, Patrick Besigye Keihwa the Kabale LC5 chairman also accused Mrs Rugambwa of mismanaging OWC Resources.

He recalled how he once stopped her from distributing onion seeds during election campaigns. He said he confiscated the boxes of onions and locked them at the district offices.

Keihwa said however that after the elections she stormed the stores and grabbed the boxes from the OWC officials.

On his part however, Lt. Col. Tebarura the Kabale district OWC coordinator denied conniving with Rugambwa and stressed that the seeds are free and that people must not be charged to get them.
