Judiciary’s Kivumbi: Museveni says I Stay on Forced Leave

President Museveni has ordered that Kagole Kivumbi, who previously served as Judicial Service Commission (JSC) Permanent Secretary, should stay on forced leave.

Kagole was on July 26, 2019 replaced with Pius Bigirimana who has been serving as Gender Ministry Permanent Secretary.

In a letter to the Commissioner, Human Resource Management, Opio Okiror, Kivumbi said he was unable to prepare to hand over office to Bigirimana.

“I am writing to inform you that the appointing authority has directed that I proceed on forced leave with effect from today 26th July, 2019,” said Kivumbi.

“Consequently I am tasking you with the responsibility to prepare the draft of my handover notes to the incoming Permanent Secretary, Mr Pius Bigirimana” and “make arrangements for the incoming PS, so as to assume office by 8:00am on Monday July 29, 2019.”

Kivumbi was kicked out of office after the Auditor General discovered that billions of shillings were mismanaged at the judiciary under his nose.

Bigirimana on Friday told ChimpReports he was “grateful to president Museveni for the trust bestowed in me” and said he was ready to move to the judiciary immediately.
