Uganda Police Force on Wednesday reacted to a video clip making rounds on social media that portrays the Inspector General of Police Mr Okoth Martin Ochola as being in support of People Power pressure group led by the Kyadondo East MP Robert Kyagulanyi alias Bobi Wine, saying “it was manipulated.”
The clip, which was recorded during Mr Ochola’s remarks at the opening of a five day retreat for Police directors and heads of specialized units quoted him telling his officers that, “One time it went viral when some police officers in Kajjansi were torturing some people for being people power, under which section of the penal code is this.”
In a statement, Police Spokesman CP Fred Enanga said that ” While the script comes from a genuine NTV full transcript, the creator of the video edited the segment leaving onto the IGP crucial message on eradication of violation of human rights of suspects especially torture as an investigative technique.”
Enanga pointed out that Mr Ocholas message has instead been edited to portray him as some one imparting a particular political message which could raise suspicion of political bias and agenda.
The police publicist therefore cautioned media actors on the importance of reporting basic facts to avoid deliberate manipulation misleading the public about the validity and relevance of public statements.
He added that a full speech of the police boss has been uploaded in the agency website for reference purposes.
