In line with Section 95 of Local Government Act Cap 243, the Minister of Local Government Raphael Magyezi has on Tuesday provided guidelines on how new cities shall operate.
Government created 15 regional cities to be implemented in a phased approach.
Effective FY 2020/21, the cities of Arua, Fort Portal, Gulu, Jinja, Mbarara, Mbale, and Masaka will become operational.
In the financial year 2021/22, cities of Hoima, Soroti, and Lira will take effect while Entebbe city will commence in the financial year 2022/23.
Seven cities namely, Arua, Fort Portal, Gulu, Jinja, Mbale, Mbarara and Masaka will commence operations tomorrow July 1, 2020, and the national launch will be in Jinja.
Today, the Minister for Local Government Raphael Magyezi issued guidelines how cities shall operate.
Interim City Council
“Until general elections for Local Government leaders are held, the composition for city council shall be the city Mayor, members of original District Council representing sub-counties, town councils, municipal divisions and other electoral areas within the city area of jurisdiction and members of the former municipal council,” Magyezi told reporters at Uganda Media Center.
The Chairpersons of different women councils, Members of Parliament representing constituencies within the city jurisdiction, including district woman MPs, chairpersons of women councils of annexed sub-counties, town councils or former municipal divisions within the city shall serve as ex-official members to the interim city council.
Interim City Mayor, Deputy and Executive Committee
“The Mayor of the former municipality elected by universal adult suffrage shall be the interim city Mayor subject to section 12(2) of the Local Government Act Cap 143. The interim Mayor shall nominate from among the members of the council an interim Deputy City Mayor and interim Executive Committee,” said Magyezi.
The Executive Committee shall be composed of; Mayor, Deputy Mayor and a maximum of 3 Secretaries.
Interim City Speaker and Deputy Speaker
The interim city council shall neither have a Speaker nor Deputy Speaker.
The interim city Mayor and interim city Deputy City Mayor shall serve as Speaker and Deputy Speaker respectively.
Interim City Council Standing Committee
The interim city council may appoint a maximum of 5 interim standing committee members for the efficient performance of its functions namely; planning, budgeting, financial, procurement and disposal provisions.
Interim City Division Council
Until general elections of Local Government leaders are held, the composition of newly created city divisions shall be all chairpersons of former municipal divisions and annexed sub-counties and town councils within city jurisdiction and all Councilors representing Electoral areas of former municipal Division, Town Council and Sub County within the City Division jurisdiction.
The City Council shall be the planning authority of the city and shall perform its functions as provided for in Section 35 of Local Government Act Cap 243.
The City Council is required to prepare a comprehensive and integrated 5-year development plan for the period FY 2020/21 to 2024/25 incorporating plans of the city Divisions.
The previous Bank accounts for Municipalities, Municipal Divisions plus the annexed sub-counties and town councils shall be closed.
New bank accounts shall be opened in the names of the City Council.
The City Division Council shall be the planning authority of the City Division and shall perform its functions as provided for in Section 35 of Local Government Act Cap 243.
The City Division Council shall formulate and approve a 5-year development plan for FY 2020/21 to 2024/25.
The previous Bank accounts for Division and annexed sub-counties and town councils shall be closed.
New Bank accounts shall be opened in the names of the City Division.
