Opposition Forum for Democratic Change (FDC) has vowed to take to court the Inspector General of Police (IGP) Gen. Kale Kayihura for ‘attempted murder’ of their party leaders who were travelling to Rukungiri District for a public rally over the weekend.
FDC leaders have since Saturday expressed disappointment by the manner in which police under the instructions of the IGP violently and brutally blocked them from meeting the party supporters in Rukungiri.

“The FDC condemns this barbaric behaviour from police officers and personnel including Masaka RPC, Maxwell Ogwal and Rwizi RPC, Hillary Kulayigye must be brought to book. We intend to bring them to court under the Anti-Torture Act,” Ssemujju emphasized.
“We intend to file a case of attempted murder against Ogwal; we also hold personally the IGP Kayihura for presiding over these crimes whose orders they were following,” he said.
Police have since denied the charge, saying FDC intended to hold an illegal rally in Rukungiri.
Police publicist Fred Enanga said Dr Kizza Besigye must wait for nomination in November as a presidential candidate before holding campaign rallies.
Ssemujju narrated that at a place called Kyoja near Kinoni Town in Lwengo District, the party members were ambushed by people in police uniform commanded by Ogwal.
“Mr. Ogwal allowed the Leader of Opposition in Parliament Rt. Hon. Wafula Oguttu’s two vehicles including a police lead pick-up to pass and quickly threw a tyre cutter in the middle of the highway; the result of this inhuman action by a senior police officer was a nasty accident that nearly killed Col. Besigye, journalists and four members of Parliament.”
He said the vehicles which were not badly damaged continued with the journey.
The MP said there was another attempt on FDC officials’ lives at Lyantonde when a man in police uniform ordered a driver of a breakdown to block the road.
“We survived this attempt as well until when we were blocked by several police patrol pick-ups at a place called Kanyaryeru. Because of the inhuman act against FDC leaders, a one Fatuma Zaina the FDC Secretary for Environment was dragged on the road and undressed by female and male police officers,” said Ssemujju.
The party Youth League Vice Chairperson, Zeridah Kakayi has called upon the IGP to resign on grounds that he has failed to ensure discipline among the police officers.
