FDC Appoints New COSASE Deputy Chairman

Forum for Democratic Change party has appointed, Ibrahim Kasozi, a new Member of Parliament to replace Rubaga North’s Amos Kasibante who was rejected for the position of deputy chairperson committee on Commissions, Statutory Authority and State Enterprises (COSASE).

In August last year the leadership of the party under President Patrick Amuriat named Kasibante to deputize Kawempe South’s Mubarak Munyagwa as the chairperson of COSASE.

The two were however told to wait until the expiry of Abdu Katuntu and Anita Amongin’s tenure in January 2019.

Interestingly, on January 22nd 2019 when Munyagwa was formally designated, Speaker Rebecca Kadaga rejected the designation of Kasibante.

Kasibante was rejected on the grounds that he had already been named as a member on another committee (Appointments) by the informal Independent Whip, Andrew Aja Baryayanga of Kabale Municipality. Kasibante is an Independent MP and thus, under the control of the Speaker.

Kadaga pronounced that chairpersons and deputy chairpersons are not expected to serve in more than one committee.

The opposition Chief Whip, Ibrahim Semujju Nganda protested the move and asked that Kasibante be dropped from the Appointments Committee in order to serve as vice chairperson of COSASE but Kadaga maintained her position.

FDC on Tuesday, over a month after Kasibante’s rejection, named Makindye East MP, Ibrahim Sozi as the deputy chair of COSASE.


“As a party we have no say on placement of independents on committees. To avoid vacuum on the committee (COSASE), we propose to replace Hon. Moses Kasibante with Hon. Sozi Ibrahim as the Vice Chairperson of COSASE,” said a statement signed by FDC Secretary General, Nandala Mafabi.
