Face Technologies to Continue Issuing Driving Permits Till March 2021

The Government has announced Face Technologies will continue issuing driving permits till March 2021 although it’s contract with Government was to expire on May 30, 2020.
According to the statement issued on Tuesday by the Ministry of Works and Transport, the new service provider, MESSRS Uganda Security Printing Company (USPC) was not ready by May 2020 due to the lockdown caused by the outbreak of COVID-19 pandemic.
Subsequently, the contract for Face Technologies was extended by another 6 months up to November 30, 2020.
The statement seeks to clear confusion created by the temporary closure of Face Technologies main offices in Kampala.

On December 2, 2020, the Ministry of Works and Transport Permanent Secretary Bageya Waiswa announced that the Ministry had temporarily halted all it’s regional driving permits issuance offices at Jinja, Mbale, Gulu, Arua, Fort Portal and Mbarara to allow USPC remodel the facilities in preparation for takeover from Face Technologies.
Bageya added that in the meantime, the issuance of driving permits would only be done at Face Technologies Limited main facility at Kyambogo but it would also be closed from 1st to 7th December 2020.
In statement released on Tuesday December 8, 2020, “the service provider (USPC) was still not ready to implement on 1st December due to the persisting travel restrictions especially in Europe where most of the equipment to be used on the project will be coming from.”
“The new service provider wrote to the Ministry asking to be given more time to be ready and start work on 1st March 2021,” read the statement.
“We have requested Face Technologies to proceed with the issuance of driving licences until 28th February 2021 when USPC will then takeover. This was meant to fill the gap that was going to be created between now and 1st March 2021 when USPC hopes to be ready to start operations,” it added.
For the case of regional offices at Jinja, Mbale, Gulu, Arua, Fort Portal and Mbarara that were closed, the Works and Transport Ministry said it is arranging to have officers stationed at those offices to issue licences that were already processed before December 1, 2020.
