The Electoral Commission has released a substantive program for the elections of delegates of the Non-unionized Workers.
A non-unionized worker is one who performs services in exchange for remuneration, with a valid employment identity card, but is not a member of a labor union.
According to the press statement released today Thursday December 3, Justice Simon Byabakama, the Chairperson of EC said that the Ministry of Gender, Labour and Social Development shall convene all willing non-unionized workers at every sub county in Uganda, for purposes of nominating delegates, while the Electoral Commission shall organize and conduct the elections.
“The Sub-county/Town/Municipal Division Delegates Conference will be held on Friday 4th December 2020, at each Sub-county/Town/Municipal Division Headquarters across the country, starting at 7:00 am and ending at 4:00 pm,” reads part of the statement.
Byabakama noted that the conference shall elect ten delegates, at least three of whom shall be women, to the District/City Delegates Conference.
“The District/City Non-unionized Workers’ Delegates’ Conference will be held on 11th December 2020, at each District/City Headquarters, starting at 7:00 am and ending at 4:00 pm. The Conference shall elect ten delegates, at least three of whom shall be women, to the Regional Non-unionized Workers Delegates’ Conference,” he said.
According to Byabakama, the Commission will announce the date for holding of the Regional Conferences in the respective regions of Uganda to elect ten delegates for each of the four regions, who will join the unionized Workers’ Delegates to constitute the Electoral College for the election of Members of Parliament Representing Workers at the national level.
Requirements for one to be nominated according to EC are;
- Must be a Ugandan citizen of 18 years and above
- Must be a registered voter
- Must be a worker who performs services in exchange for remuneration, with a valid employment identity card
- Must not be a member of a labour union
Byabakama also noted that the polling shall be done by lining up behind the candidate, starting with filling the three slots for the women delegates at each level.
“The ten persons at each level above will not be elected for a position, for example, Chairperson, Vice, Secretary among others but will only be designated as delegates for the respective level. The Electoral Commission calls on all eligible non-unionised workers to turn up as per the programme and exercise their constitutional right to elect their leaders at the above elective levels,” he said.
