Covid 19: Gov’t Begins Testing All People Under Quarantine

In an effort to know the status and contain spread of COVID 19 pandemic in Uganda, the Minister of Health Dr Jane Ruth Aceng has said that beginning today Thursday, all people under institutional quarantine will be tested.

Aceng made the pronouncement while updating the country on the COVID 19 status in Kampala today.

“What will Government be doing in the 14 days of lockdown? Test all those under institutional quarantine to weed out asymptomatic cases. All the 1015 people under quarantine beginning today will be tested. Our teams are out there removing samples for this procedure to start moving,” she said.

Further, Aceng said the Ministry of Health has obtained passenger manifests of all passengers dating back to the 7th March 2020 which will be coordinated with health forms filled by the travellers and will be used to track all those who travelled between 7th and 22nd March 2020 when the airport was closed.

“All contacts of the new confirmed cases will be traced, found tested and dully institutionally quarantined for follow-up and testing for 14 days.”

Meanwhile, Aceng said the Ministry is recruiting 220 Health workers of different categories to support the response both at the Center and the districts.

To further strengthen the fight against COVID 19, the Minister said various interventions as indicated below have been adopted.

Decentralize the management of COVID 19 cases to the districts to stop people traveling to Kampala or Entebbe for screening, testing and treatment.


People with COVID 19 like symptoms are to call their respective District Health Officers (DHOs) and District Surveillance Focal persons.

District Rapid Response Teams will collect samples and send them to Entebbe at Uganda Virus Research Institute through Ministry of Health Hub system and Results will be returned to districts within 48 hours.

She added that emergency medical services plan has been developed considering the requirements for COVID 19 and it is based on Uganda’s population.

Under the plan, a total of 310 ambulances have been deployed at both central and District level to support the COVID 19 response. It is for purposes of evacuating positive cases.
