Kabale district councilors on Wednesday blocked the creation of Habubare Town Council in Butanda Sub County on grounds that the area does not meet the requirements.
The motion to create Habubaare town council was presented before the council by Butanda sub county district Councilor Erick Tumwesigye Kigunzu, who said this would boost development in Kabale district.
He said the new town council would create more employment opportunities for the residents of the district.
Kigunzu was supported by the Ryakarimira town council district Councilor March Boaz and the Kamuganguzi and Katuna town council woman district councilor Peace Rutarimara, both of who argued that it would extend services closer to the people as well as improving their standards of living.
However, the other councilors led by the Kitumba Sub County district councilor Emmy Arinaitwe, the Kamuganguzi sub county district councilor Julius Barusya and the Kyanamira sub county district councilor Pius Rwakimari said they couldn’t support the motion while the area does not meet the requirements of becoming a town council.
These claim that Habubare does not have enough offices to operate a town council and lacks the minimum population of 25,000 people.
