Cabinet has directed the Ministry of Information Communication and Technology to start handling the recruitment and posting of all government communication officers.
Previously, each government department has been recruiting its own communication officers.
But in the new arrangement, the ICT ministry will initiate the recruitment process while working with the public service ministry.
This means communications officers will also be transferred across different government departments, just like permanent secretaries.
Mr Vincent Bagire, the Permanent Secretary Ministry of ICT, said the new policy is meant to ensure professionalism.
“The communications officer will only be institutionalized in the Ministry of ICT and National Guidance the same way Human Resource Officers belong to Public Service, Accountants, Procurement Officer, Economists and Planners belong to the Ministry of Finance and Administrative cadres are deployed by the Office of the President.
Therefore, they are not being recalled but being institutionalized,” he said.
He said the move is also intended to ensure equal distribution of resources during recruitment of communication officers.
“This decision was passed by Cabinet a while ago. The officers remain in their respective MDAs unless of course they are transferred. All Government officials are employed on the understanding that they can be deployed anywhere within the service, especially if they are common cadres,” Mr Bagire said.
“Only the Public Service Commission recruits. The Ministry will be declaring vacancies, forwarding applications for promotion and others.”
