In an audio clip obtained by Chimp Corps, a government officer is heard attempting to bribe an official from an Anti Corruption Agency who queried his tax collection operations within Lwengo district.
It has been established that the officer who is heard negotiating in a telephone conversation is called Paul Serwada, the District Chief Finance Officer of Lwengo district.
In the conversation, Mr. Bruce Nzabanita, the President of the Volunteer Uganda Extra Limited, an Anti-corruption agency operating in the greater Masaka region was attempting to inquire from the district official why they collected illegal and ungazetted taxes from the residents of Lwengo district.
On Several occasions, it has been reported that some unscrupulous district officials have been collecting taxes from local people carrying out small businesses such as food vending.
The officer acknowledges that there are illegal tax collections but offered to bribe Mr. Bruce Nzabanita with Shs 500,000 in order for him to back off the case.
Nzabanita, however, declined to take the offer and maintained the Agency’s stand on pursuing the case.
President Yoweri Museveni abolished daily market dues (empooza), pursuant to section 175 (2) of the Local Government Act.
While abolishing the market dues, President Museveni said that many Ugandans survive by selling in markets therefore by levying this tax commonly known as ‘empooza’ the vendors would be forced to eat into their capital.
