BREAKING: Massa Quits Tuks for Celtics

Brigadier Peter Elwelu  the second division Uganda People’s Defence Forces (UPDF) has said that armed militia in the Democratic Republic of Congo is abducting people for ransom along the Ishasha- Rutchuru -Gomastretch and Bunagana – Goma road  which has disrupted the volume of trade and movement of personnel between Uganda and DRC.

Brig  Elwel said despite the recent FARDC ‘Ops Sokola’ military success against ADF, its conclusive defeat has remained elusive as now ADF has broken into smaller units and retreated to remote and rural enclaves of Eastern DRC, exploiting entrenched and ever changing clan-based competition among the armed militia groups.

The rebels he said have continued to carry out assassinations and terrorist attacks in urban areas of Uganda including in the capital Kampala.

“Uganda continues to face challenges across our border with DRC due to the presence of ADF terrorists and negative armed groups,” he said.

“The instability in Eastern DRC continues to favor the existence of negative armed groups whose activities not only threaten the stability of the regional countries but impact on Uganda’s National Security and the region.”

He said that ADF is still significant and has continued to build its capacity through covert recruitment, training, and re-arming, all aimed at destabilizing the region and Uganda in particular.

Elweru told his Rwandan counterpart Brig Gen Ruvusha, that the critical breakthrough in the fight against the negative groups would therefore, be achieved not by a force of a single nation but rather regional efforts.

Elwelu added not much progress was made on the disarmament process of FDLR, who are also regrouping and mobilizing to continue their operations against civilians in Eastern DRC.

“As a result, Uganda continues to contend with the spillover effects in terms of a large influx of refugees and other security related issues,” he noted.

“In fact Rwandese youths who genuinely move to Uganda in search for jobs especially in the districts of Mubende, Kibaale and Kyegegwa have become vulnerable to recruitment by agents of negative forces in Eastern DRC.”

The meeting was also attended by the two countries’ Defence Attachés; Col Octavus Butuuro (Uganda) and Lt Col James Burabyo (Rwanda), Brigade, Battalion Commanders and Intelligence Officers from both Divisions.

He played three years in Egypt before moving in 2008 to South African club Jomo Cosmos and for the team he played 14 games and scored one goal. In 2008 he left the team to return to Egypt and sign a contract with Itesalat.
