Besigye: Kayihura Acts Like an NRM Activist

Inspector General of Police Kale Kayihura on 9th July recruited 3433 crime preventers in 17 sub counties of Mbarara district at a function held at Mbarara University of Science and Technology play ground.

Kayihura advised the crime preventers who had completed their 6 months training to have an operation fund and secure themselves against the economic challenges on the sub county level.

The development comes amidst heightened tension and various questions coming up about the roles of crime presenters ahead of the 2016 elections

Cases have come up of these groups being involved in fighting activism and rallies organised by opposition politicians.

On Wednesday and Thursday this week, hundreds of crime preventors were deployed on the streets of Mbale, as Presidential hopeful Amama Mbabazi prepared to visit the area for consultation.

Later in the evening, after he was released from Police at Kiira Road, another group of crime preventors, together with the Bodaboda 2010, reportedly pounced on Pro Mbabazi youths at the station and caned them indiscriminately.

Police however maintains that this crime preventers are part of its wider arrangement which is in line with the Community Policing Program launched by President Yoweri Museveni last year.

Uganda Police is still short of the internationally recommended 1:200 Police to population ratio, and believes that these volunteering groups could help bridge the gap.

While their services are unpaid, the police is looking at helping them start up self help projects to keep them motivated. They have been provided with uniforms while others reportedly are armed.

At the passing function in Mbarara, RDC Nickson Kabuye also the crime preventers to stick to providing security to the public especially during upcoming election campaigns.

Former FDC President Dr.Kizza Besigye has blasted Inspector General of Police Gen. Kale Kayihura and the force at large for exhibiting what he described as irresponsible behavior while arresting him from his home on Thursday.

The FDC strongman who was supposed to launch his party campaigns for the Presidential flag bearer was first blocked from leaving his home before police finally arrested and detained him at Naggalama police station before releasing him later in the day.

Geofrey Ekanya took a step and went to the police headquarter in Naguru before he was informed that we would now go ahead with our programs as all police commanders had been informed,” Besigye said.

“It was however a shock to me when I woke up to find that my house was under siege as I had a lot of other business to carry out in the day. This was a direct disgraceful abuse of power by police.”

Police Wrong on Stopping FDC Campaigns

The FDC stalwart, now seeking to run for the fourth time against President Museveni described as unthinkable, police’s choice to stop activities of the party in sheer disregard of the Public Order Management Act.

The Act, he said isolates the works of public bodies including political parties like FDC, from being regulated or interfered by the IGP.

“Kayihura should explain where he derives the power to stop activities of the political parties like he did on Thursday,” he fumed.

The opposition strongman also tasked the police boss to explain the manner in which NRM supporters especially in Mbale held mass rallies against former Prime Minister Amama Mbabazi’s meeting in the area which he said was a sign of unfairness on the side of the force.

“They have been allowing processions by NRM supporters when Mbabazi was going to Mbale. Where were they when this was happening­? Kayihura is not only breaking the law but also acting as an NRM activist,” Besigye fumed.

He however revealed that his campaign program would resume and carry on as planned.
