Another Go Forward Secretariat Team Denounces Mbabazi

The just released Uganda Certificate of Education (UCE) results for 2015 show a continued downward trend in the performance of Science subjects by majority of candidates.

UNEB attributes the bad performance to shortage of science teachers especially in rural schools. Uganda is short of 4,000 science teachers according to Minister of Education, Hon. Jessica Alupo.

Most candidates found problems in handling of apparatus during practical tests as well as recording observations, tabulation and interpretation of results.

Chimpreports interviewed some of the head teachers present during the release of the results to assess the problem especially in rural schools.

Ojok Delalson, a Deputy headteacher of Amolatar S.S observes that sciences are very demanding in addition to inadequate staffing. In many cases, he says a school has one Chemistry teacher for 4 different classes.

“Chemicals used in practicals are also expensive for rural schools that pay school fees as little as 180,000. Government should provide such materials after the first consignment runs out,” he says.

Another head teacher, Gladys Kunihira from Rwemikoma Sec School in Kiruhura blames the problem on incompetent science teachers who are employed in rural schools.

“The teachers themselves don’t understand the content they teach. We are employing S6 vacists to teach our students because the competent ones want to teach in urban areas,” says Mrs. Kunihira.

In her opinion, government needs to embark on refresher courses for science teachers especially following the recent changes made by UNEB in setting exams.

She adds; “Naturally, science subjects are so abstract and for rural students whose literacy levels are low, it’s hard to understand the complex concepts.”

Muhwezi Ben Katsinzi who heads Kaaro High School argues that government miscalculated in rushing to make sciences compulsory before increasing capacity. In addition he cites the vulnerability of USE
(Universal Secondary Education) schools which lose their best performers to private schools that want to gain popularity.

“Private schools are always scouting for good performers (who also do well in sciences) wooing them with scholarships. Eventually, the rural schools remain with the mediocre students due to lack of incentives,”he says.

The incident comes against the backdrop of heightened tensions ahead of the 2016 elections.

The army and police chiefs have previously warned against planned election violence, saying they will crush the perpetrators.

Opposition leader Dr Kizza Besigye has vowed not to stop recruiting P-10 groups starting from the grassroots level  which army boss Gen Katumba Wamala said is intended to perpetrate terror during the polls.

Enanga condemned the act of illegally securing IDs from the public, “whose motive could be criminal, due to the danger of misusing the information or mobilizing the public into acts of illegality.”

He urged the public to “protect itself and not recklessly surrender their National ID particulars, because it is not safe and also makes them vulnerable to fraud and other dangerous schemes.”

As a strong deterrent to potential perpetrators and instigators, Enanga added, “Police have arrested a suspect Issa Katumba of Nsambwe, Mukono and further investigating his network to establish whether it is a sophisticated arrangement or not.”

So far details of over 3,000 suspected victims were being reviewed, according to the publicist.

“An exhibit of a laptop and mobile phone were recovered and are being processed to help establish whether it can lead us to a common source; or other information of evidential value.”

Another group of members from Go Forward’s secretariat have denounced former Prime Minister Amama Mbabazi before crossing over to the ruling NRM party.

“We realized the Go Forward leader and candidate Amama Mbabazi is not clear on issues of morality. According to the group they had realized that Mbabazi had bigger schemes of destabilizing the country through post- election violence as one of the means to attain power at whatever cost.

They noted they could not be part of such schemes instead of attaining power through democratic principles.

“We realized sectarian tendencies being manifested by the Go Forward team as they promote hate and tribal campaign messages which is not good for peace and stability of the country.”

The group said they had decided to join the ruling NRM party and mobilise support for President Museveni in a bid to ensure he comes back to the highest elective political office in the country.

A group of over 100 staff and members of the former Prime Minister Amama Mbabazi’s Go Forward secretariat last year joined President Yoweri Museveni campaign team.

The group led by Ronald Tumwiine Ssekitoleko, the then head of Go Forward Field Operations and campaign structure announced  at a press conference  held in Bugolobi that they had formed ‘Team Thorough YKM ‘ – a group that would lure other members from Mbabazi camp on top of canvassing votes for  the NRM presidential candidate.

“We will ensure votes are protected at polling stations across the country since we know plans to rig votes on top of rehabilitating all the vigilantes and brigades that we had created,” noted the group that boasted of having been the architects of the Go Forward structures throughout the entire country.
